Charles Weger, serving his time in prison for the
infamous
Starved Rock Murders,
is denied clemency in 2007. *One Concern: The Oetting family was denied a "three year set" - one option that the PRB has to give to victims families. They apparently cited some possible "new evidence" in his case. We note this as problematic because it is not EVER up to the PRB to determine the important questions of Guilt or Innocence. They are only allowed to evaluate the criteria regarding parole for the pre-1978 cases in their enabling statutes and assume complete guilt of the offender. Any questions about Weger's guilt can only be addressed in a Court of Law. We urge the PRB to reinstate the three year set for this family that they usually had, especially since they voted unanimously to deny him early release. ***

Correa, #N11113, is planning ahead already for 6 years from now when
his determinate sentence makes him eligible for release. This is not a
"parole" case because it is post-1978 and the rules for his release are
fixed and less discretionary by the PRB. They will only monitor his and
evaluate his good time credits.

Scott Darnell raped and murdered a 12-year-old girl, Victoria Larson, one month after he was released on parole in connection with juvenile court proceedings on another case. The victim’s mother, Dora Larson, sued the parole officer and the Illinois Department of Corrections for failing to properly supervise and control Darnell. She lost. (Source: Larson v. Darnell, 113 Ill. App. 3d 975, 448 N.E.2d 249, 1983 Ill. App. LEXIS 1678, 69 Ill. Dec. 789 (Ill. App. 3rd Dist. 1983). October 21-23 in Chicago the Illinois Prisoner Review Board will hold hearings on his, and other inmates, appeals for gubernatorial clemency. Dora asks that everyone please write to the Illinois Prisoner Review Board, and to the Governor, to ask then Mr. Darnell be denied any clemency. ***
THREE FALLEN OFFICERS
HEARINGS ON THE SAME DAY Police Officer Kenneth Kaner #2662 007th District EOW 19 June 1970
On 19 June 1970 at approximately 0125 hrs PO Kenneth Kaner was working a one (1) person unit in the 007th District 1st Watch and was filling out a missing persons report at 700 W 74th Street. While seated at this location in a marked vehicle PO Kaner was ambushed by Bruce Sharp and four other subjects for no reason other than he was Police Officer. PO Kaner was shot in the head and the assassins then took his service revolver from his holster and fled the scene. A citizen called in that a police officer had been shot and units responded to the scene only to find PO Kaner in the front seat of the marked police car with a gun shot wound to the head. A suspicious auto with no license plates which was occupied by Bruce Sharp and the others had been observed by 007th District Tactical Officers at 72nd and Union before the radio call of a police officer shot was broadcast and stopped the auto at 7128 S Union for a minor traffic violation. The auto’s occupants were found to be in possession of a sawed off shotgun and several handguns within the auto. The Tactical Officers then monitored the radio call that a police officer had been shot a few blocks away. The occupants were taken into custody transported to the 007th District for further investigation which revealed that one of the handguns in the auto belonged to PO Kaner and the sawed off shotgun was the murder weapon. Bruce Sharp and the other subjects were all charged with Murder of a Chicago Police Officer. Bruce Sharp pled guilty to murder before Judge Louis Garrippo on 30 January 1971 and was sentenced to 30 to 125 years in the Illinois Department of Corrections.

Police Officer Robert Wenzel #7495 Unit 151 (Traffic Enforcement Section) EOW 19 January 1973
On 19 January 1973 PO Robert Wenzel #7495 was assigned to the Traffic Enforcement Unit working a one (1) person unit patrolling Lake Shore Drive when he stopped a vehicle at approximately 0525 hrs for a minor traffic violation at 1903 N Lake Shore Drive. The vehicle which was driven by Richard Luckey and a passenger identified as Joseph Lee Bolden. Luckey and Bolden prior to being stopped were making plans to commit an armed robbery and were armed with a handgun. PO Wenzel stopping this auto for a minor traffic violation approached the auto and was ambushed when Luckey drew his weapon and fired the handgun twice striking the Officer. PO Wenzel who was able to draw his service revolver and returned fire striking Luckey multiple times. The occupant of the auto Bolden fled on foot making good his escape. Responding Units arrived took Luckey into custody and transported PO Wenzel to Augustana Hospital where he was pronounced dead upon arrival. Luckey was charged with the murder of PO Wenzel was found guilty in court and sentenced 75-100 years in the Illinois Department of Corrections. Richard Luckey is now requesting that the Illinois Prisoner Review Board hear his case hoping they will grant him an early release for his crime. PO Robert Wenzel #7495 was not shown any mercy or compassion when this murderer fired a handgun killing this Police Officer as he performed his duty of Serving and Protecting the Citizens of the City of Chicago.

----------------------------------------------------------------------------------------------------------------------------------------------------------- Police Officer Anthony N Rizzato #12407 & Sergeant James L Severin #1319 Area 6 Task Force End of Watch 17 July 1970
On 17 July 1970 PO Anthony N Rizzato #12407 & Sgt James L Severin #1319 were assigned to Area 6 Task Force on the Walk and Talk Program inside of the Cabrini Green Housing Complex. While these men patrolled the Greens on foot in the area of Seward Park located at Sedgwick & Division they were cut down by sniper fire from the nearby high rise building. Police cars arrived and as assisting officers attempted to remove the bodies of their fallen comrades from harms way the shots rang out from the buildings. The Officers formed a shield so that they could move PO Rizzato and Sgt Severin to nearby Henrotin Hospital where they were dead upon arrival. A systematic search of the high rise buildings apartments was conducted and Johnnie Veal and George Knights were located, arrested and the murder weapons .30 .30 caliber hunting rifles were recovered. An intensive investigation resulted in Veals, Knights and other persons being charged with the murders of PO Rizzato & Sgt Severin. A jury trial was held with Knights and Veal being found guilty of murder. On 31 January 1972 they were sentenced by Judge Louis Wexler 100-200 years in the Illinois Department of Corrections. Johnny Veal now is requesting that the Illinois Prisoner Review Board hear is case wishing that they show mercy in granting him an early release. PO Anthony Rizzato #12407& Sgt James Severin #1319 were not shown any mercy or given a second chance as this assassin fired his rifle killing these police officers as they walked thru that baseball field at Seward Park , Serving and Protecting the people that resided in those high rise buildings inside of Cabrini Green.
